While PLA naval forces have been busy asserting China\u2019s claims in the East China Sea and the South China Sea, there\u2019ve been larger efforts in train to impress upon global players China\u2019s capacity and willingness to engage, if necessary, in broader military confrontation.<\/p>\n<p>This has been seen on several fronts. The most obvious manifestation is the very public parading of Chinese military hardware. The CPC\u2019s key ideological journal <i>Qiushi<\/i> <a href=\"http:\/\/www.qstheory.cn\/gf\/jyfc\/201310\/t20131029_283571.htm\" target=\"_blank\">recently showcased<\/a> China\u2019s nuclear submarine force for the first time in four decades, even introducing us to some of the commanders, while Xinhua has been widely <a href=\"http:\/\/news.xinhuanet.com\/mil\/2013-10\/27\/c_125604037.htm\" target=\"_blank\">circulating illustrations of the vessels<\/a>. Chinese military capabilities have also been on display closer to the United States, with a PLA Navy electronic reconnaissance ship sailing into Hawaiian waters, <a href=\"http:\/\/www.hawaiifreepress.com\/ArticlesMain\/tabid\/56\/ID\/10906\/Report-Chinese-Spy-Ship-Operating-Near-Hawaii.aspx\" target=\"_blank\">reportedly in response to the activities of the USS <i>George Washington<\/i><\/a><i> <\/i>in the Yellow Sea. <a href=\"http:\/\/chinesemilitaryreview.blogspot.com.au\/2013\/11\/kj-500-airborne-warning-and-control.html\" target=\"_blank\">Photos of new-generation KJ-500 AWACS aircraft<\/a> have also been making the rounds.<!--more--><\/p>\n<p>A new fighter plane, the Shenyang J-15 (\u2018Flying Shark\u2019), has been extensively <a href=\"http:\/\/www.euronews.com\/2013\/11\/08\/china-first-display-of-flying-shark-jet-fighter-shenyang-j-15-555-aircraft\/\" target=\"_blank\">publicised<\/a> within China and abroad, while China\u2019s future weapons have also been given quite some press. We learn that the development of the country\u2019s first stealth fighter\u2014the Chengdu J-20\u2014is well under way and that a military delegation was <a href=\"http:\/\/www.wantchinatimes.com\/news-subclass-cnt.aspx?cid=1101&amp;MainCatID=11&amp;id=20131114000009\" target=\"_blank\">sent to Moscow in October<\/a> to discuss cooperation in the development of an engine for this aircraft. China and Russia have also <a href=\"http:\/\/voiceofrussia.com\/news\/2013_11_06\/Su-35-contract-with-China-may-be-signed-in-2014-source-8527\/\" target=\"_blank\">agreed<\/a> that China will purchase at least 24 Sukhoi Su-35 strike fighters.<\/p>\n<p>Meanwhile, Senior Colonel Wu Guohui (\u5433\u570b\u8f1d) of the PLA Air Force has revealed in an <a href=\"http:\/\/big5.xinhuanet.com\/gate\/big5\/www.js.xinhuanet.com\/2013-10\/23\/c_117833050.htm\">interview<\/a> with <i>Renmin Ribao<\/i> that China is now developing its own long-distance strategic stealth bomber ( H-18). Wu has further stressed the importance of both offensive and defensive drones in Chinese military strategies, a point <a href=\"http:\/\/www.janes.com\/article\/27645\/beijing-air-expo-sees-uav-programmes-vying-for-attention\" target=\"_blank\">underlined<\/a> by the wide range of unmanned aerial vehicles on show at the recent 15th Beijing Aviation Expo. Of most concern to the United States is the \u2018carrier killer\u2019 DF-21D missile\u2014China\u2019s first anti-ship ballistic missile and a key element in the <a href=\"http:\/\/thediplomat.com\/flashpoints-blog\/2013\/10\/23\/lifting-the-veil-on-chinas-carrier-killer\/\">PLA\u2019s Anti-Access\/Area Denial (A2<b>\/<\/b>AD) strategies<\/a>. Land trials of the weapon have apparently already been <a href=\"http:\/\/blogs.defensenews.com\/intercepts\/2013\/01\/china-tests-carrier-killer-df-21d-missile-sinks-us-aircraft-carrier\/\" target=\"_blank\">conducted in the Gobi desert<\/a>.<\/p>\n<p>But it hasn&#8217;t been solely details of China\u2019s military hardware that have been finding their way in some profusion into Chinese and world media. The PLA has also been actively disseminating accounts of their immediate regional aims and strategies. Senior Colonel Du Wenlong (\u675c\u6587\u9f99), of the PLA\u2019s Academy of Military Science, for example, <a href=\"http:\/\/english.peopledaily.com.cn\/90786\/8450382.html\" target=\"_blank\">recently spoke<\/a> of China\u2019s aim of \u2018establishing command over sea and air in the South China Sea region.\u2019<\/p>\n<p>What\u2019s prompted this recent flurry of information on China\u2019s weapons and military aims? When the nuclear submarine fleet was introduced to the world, the Defence Ministry spokesman perhaps protested too much when he noted:<\/p>\n<blockquote><p>The PLA Navy submarine force is responsible for safeguarding national security as well as maintaining peace. China is revealing its nuclear submarine force unit for domestic audiences and the international community so that they can gain a better knowledge of this force. It is not related to the current regional situation.<\/p><\/blockquote>\n<p>Other observers might suggest that it\u2019s precisely the \u2018current regional situation\u2019 which is prompting this flaunting of hardware and capabilities, and \u00a0that this is a calculated effort, if not to shock and awe, at least to warn and deter foreign polities from engaging China militarily when it deals with issues it considers regional.<\/p>\n<p>But there\u2019s another element which is driving these actions, revealed during the launch of a book published, not serendipitously, during the recently-concluded Third Plenary Session of the 18th CPC Central Committee. Entitled \u2018China Is Not Afraid\u2014New Threats to National Security and Our Strategic Responses,\u2019 \u300a\u4e2d\u56fd\u4e0d\u6015\u2014\u2014\u56fd\u9632\u5b89\u5168\u65b0\u5a01\u80c1\u4e0e\u6211\u4eec\u7684\u6218\u7565\u5e94\u5bf9\u300b the <a href=\"http:\/\/news.ifeng.com\/mil\/history\/detail_2013_11\/12\/31185045_0.shtml\" target=\"_blank\">book<\/a> is ascribed to 80 year-old General Zhang Min (\u5f20\u6c11), a Korean War veteran and former deputy director of the Strategy Department at the PLA Military Academy. Suggesting that the United States will never relent in its efforts to contain China, the book is basically a rousing call to the military forces to gird their loins for the potential conflict. The importance of the book in reflecting broader PLA sentiments was <a href=\"http:\/\/news.xinhuanet.com\/mil\/2013-11\/13\/c_125693846.htm\" target=\"_blank\">demonstrated<\/a> by the fact that five PLA generals spoke at its launch.<\/p>\n<p>In his comments on the volume, Major General Peng Guangqian (\u5f6d\u5149\u8c26) stressed that China\u2019s \u2018peaceful rise\u2019 isn&#8217;t equivalent to China \u2018refusing to fight,\u2019 while Major General Xiao Yusheng (\u8096\u88d5\u58f0) suggested that \u2018some Chinese people,\u2019 need to overcome their \u2018America-phobia\u2019 and \u2018Japan-phobia\u2019. The idea of dealing with domestic fears was also stressed in the book through the citing of Mao Zedong\u2019s famous adage that imperialists are \u2018paper tigers\u2019. Mao originally put this idea forward to deal with the problem of fear among his forces. It now appears that \u2018China Is Not Afraid\u2019 has precisely this same function as a domestic morale-booster when facing powerful enemies. The press release for the volume summed this up succinctly:<\/p>\n<blockquote><p>Our Party and our army were founded on the premise of having no fear. The Chinese army should \u2018be able to fight, and fight to win.\u2019 It must have the will of fearlessness in the face of strong enemies.<\/p><\/blockquote>\n<p>In conjunction, these various phenomena begin to assume a coherence that they lack in isolation. Through publicising and promoting the growing power of Chinese weaponry and the military\u2019s near-term regional strategies, the PLA is addressing both foreign and domestic audiences. To those beyond China the message is \u2018Stay out and engage us at your peril\u2019, while for those at home the emboldening signal is \u2018Fear not\u2019!<\/p>\n<p><i>Geoff Wade\u00a0is a visiting fellow at the College of Asia and the Pacific, Australian National University.
