Thanks to Andrew Kwon for his reflections<\/a> on the piece Natalie Sambhi and I wrote recently<\/a>, in which we considered the future of America\u2019s Asia\u2013Pacific rebalance should Hillary Rodham Clinton make it to the White House. There\u2019s no doubt that the rebalance has steadily continued over the past few years\u2014albeit with less fanfare than many thought would be the case at the end of 2011<\/a>. And yes, Ash Carter appears well credentialed and well respected; his first international jaunt as Secretary of Defense showed that he\u2019s motivated and looking in the right direction. But while senior leadership is important to reassure allies and reorient the American consciousness, it\u2019s only one way to contribute to regional stability\u2014a central objective<\/a> of the rebalance. Another way comes from beyond the US and is found in America\u2019s allies and partners networked across the Asia\u2013Pacific.<\/p>\n

For a number of years, China\u2019s been pushing the boundaries\u2014hoping to push its<\/em> boundaries\u2014in a very nineteenth-century fashion. Unilaterally declaring an Air Defence Identification Zone over a large section of the East China Sea, placing a state-owned oil rig in Vietnam\u2019s exclusive economic zone (EEZ), building a ‘great wall of sand’<\/a> through persistent land reclamation efforts (such as those seen<\/a> on Mischief Reef in the EEZ of the Philippines), and the wholesale rejection<\/a> of international arbitration to resolve disputes are all developments of concern to some of China\u2019s neighbours. As a consequence, those same neighbours are increasingly seeking solace and safety in numbers.<\/p>\n

There\u2019s an observable trend toward more bilateral security cooperation within the region, and between Asian countries and the US. In a variety of fora and in various permutations, they\u2019ve released carefully worded statements on the current and future state of the region\u2019s security order. The themes are well known: rule of law and international norms are central, regional prosperity has been borne of regional stability, dispute resolution mechanisms are important, and self-serving actions to change the status quo aren\u2019t received kindly.<\/p>\n

While the US has been preoccupied seeing to its global responsibilities, it has encouraged its allies and partners in the Asia\u2013Pacific to deepen and broaden cooperation. For the Americans, the request is a way of sharing the security burden. For US allies and partners, it\u2019s an opportunity to buy into a cooperative security position stronger than they could sustain on their own. For Beijing, it’s cooperation that can only increase the effort needed to advance Chinese claims.<\/p>\n

Where states have a similar reading of the regional security order and see strategic value in closer alignment (be it militarily, diplomatically or economically), they\u2019ll usually act to realise the benefits. In this cooperative environment every strategic partnership entered into, every statement released, every joint endeavour announced and military exercise conducted is at China\u2019s expense. Each is another run on the board for the US-led, rule-of-law-loving order that\u2019s supported regional stability and prosperity for over 60 years. After some fallow periods, the soil is prepared, ready for more rebalancing.<\/p>\n

Japan\u2019s been leading the pack. Shinzo Abe will be in DC this week to address a joint session of Congress and to finalise an update<\/a>\u00a0to\u00a0US\u2013Japan defence guidelines. As Patrick Cronin notes<\/a>, \u2018the ascent and trajectory of the alliance from April 28, 1952 to that of April 28, 2015 is nothing short of astonishing.\u2019 (On the home front, Abe\u2019s moves to do away with the last of the Yoshida Doctrine<\/a> are being\u00a0assisted by\u00a0China\u2019s campaigning.)<\/p>\n

The Philippines looks set to gain a new \u2018strategic partner\u2019<\/a>\u00a0in and at the behest of Vietnam. It\u2019ll be the third such partnership for the Philippines, with Vietnam joining the ranks alongside the US and Japan. Exercise Balikatan<\/em>, the war game between the US, the Philippines and Australia currently underway<\/a> in the South China Sea, is reportedly the largest iteration in 15 years. For Australia\u2019s part, the alliance with the US is primed and ready, and our relations with Japan continue to deepen (with some going so far as to claim an Australia\u2013Japan \u2018quasi-alliance\u2019<\/a>). Even the historically \u2018non-aligned\u2019 sense a need for change, with India\u2019s Narendra Modi hugging for security<\/a> as China subtly agitates\u00a0on land<\/a> and at sea<\/a>, and as Pakistan becomes an increasingly<\/a> important<\/a> Chinese partner.<\/p>\n

Like all policy, America\u2019s rebalance is intended to advance its national interests. It makes sense for Washington to want to maintain primacy in the Asia\u2013Pacific, particularly in the face of Beijing\u2019s destabilising assertiveness. For that reason and others, America\u2019s regional allies\u2014save for Thailand\u2014are doubling down on their alliances, and its partners are pushing for cosier relations, either intra-regionally or bilaterally with the US. In the absence of strong senior leadership on the rebalance, be it from the White House, the State Department or the Pentagon, Asia\u2013Pacific powers are doin\u2019 it for themselves. Those deeper relations are potentially costly to China, which carries on seemingly unconcerned that their every action to unilaterally alter the status quo is having an equal and opposite reaction.<\/p>\n","protected":false},"excerpt":{"rendered":"
