The three contenders have been asked to <a href=\"http:\/\/www.manmonthly.com.au\/news\/three-contenders-all-want-to-build-submarines-in-s\" target=\"_blank\">submit their plans<\/a> to the CEP for an all-Australian submarine build, an all-overseas build, and a for part-overseas and part-Australian build.<\/p>\n<p>The Polish Navy is planning to purchase three submarines armed with cruise missiles by 2023, and the Polish Defense Ministry has announced its willingness to undertake a <a href=\"http:\/\/www.defensenews.com\/story\/defense\/naval\/submarines\/2015\/09\/27\/poland-norway-could-team-sub-program\/32555687\/\" target=\"_blank\">joint procurement with Norway<\/a>. The Norwegian Ministry of Defence <a href=\"http:\/\/www.defenseindustrydaily.com\/ula-tech-norways-next-submarine-fleet-07609\/\" target=\"_blank\">decided in December 2014<\/a> that their <em>Ula<\/em>-class subs would be replaced in 2020. \u00a0Similarities between the future submarine requirements of both countries, make Norway a natural industrial partner with Poland <a href=\"http:\/\/www.defensenews.com\/story\/defense\/naval\/submarines\/2015\/09\/27\/poland-norway-could-team-sub-program\/32555687\/\" target=\"_blank\">according to Norway\u2019s Ministry of Defence<\/a>.<\/p>\n<p>In Paris, French President Fran\u00e7ois Hollande has announced that <a href=\"http:\/\/www.ft.com\/intl\/cms\/s\/0\/978e36bc-61e9-11e5-9846-de406ccb37f2.html#axzz3n4sa6lqw\" target=\"_blank\">Egypt will purchase two Mistral warships<\/a> that France had originally built for Russia before halting the sale after the Russian annexation of Crimea. French government sources claimed that Egypt will pay US$1 billion for the warships, with a <a href=\"http:\/\/www.defensenews.com\/story\/defense-news\/2015\/09\/23\/france-says-egypt-buy-mistral-warships\/72667012\/\" target=\"_blank\">\u2018significant\u2019<\/a> amount of the finances emanating from Saudi Arabia. Since 2014 <a href=\"http:\/\/www.defensenews.com\/story\/defense\/naval\/ships\/2015\/09\/27\/mistral-joins-egyptian-buys-french-gear\/72821000\/\" target=\"_blank\">Egypt has ordered<\/a> 24 Rafale fighter jets from the French aircraft manufacturer Dassault Aviation, as well as a Fremm frigate and four anti-submarine <em>Gowind<\/em>-class corvette from French shipbuilder DCNS. Analysts have indicated that the increasing number of Egyptian armament deals with France is representative of Egypt\u2019s <a href=\"http:\/\/www.ibtimes.com\/france-russia-mistral-deal-2015-why-egypt-rapidly-stockpiling-french-defense-2115820\" target=\"_blank\">desire to decrease its reliance<\/a> on US defence capabilities.<\/p>\n<p><strong>Flight Path <\/strong><\/p>\n<p>Last week the US and China <a href=\"http:\/\/eng.mod.gov.cn\/DefenseNews\/2015-09\/24\/content_4622120.htm\" target=\"_blank\">announced<\/a> a new MOU regulating air-to-air encounters between the two countries. The \u2018Annex of the Rules of Behavior for Air-to-Air Encounters\u2019 is aimed at preventing misunderstandings and miscalculations during US and Chinese air encounters. For more detail on the MOU, check out Shannon Tiezzi\u2019s piece over on <em>The Diplomat<\/em> <a href=\"http:\/\/thediplomat.com\/2015\/09\/no-more-dangerous-intercepts-for-us-china-miltary-aircraft\/\" target=\"_blank\">here<\/a>.<\/p>\n<p>Boeing\u2019s KC-46 air-to-air refueller has successfully completed its first flight in Seattle. The tanker\u2019s test flight, <a href=\"http:\/\/www.bizjournals.com\/seattle\/blog\/2015\/09\/boeings-troubled-kc-46-tanker-takes-first-flight.html\" target=\"_blank\">seven months behind schedule<\/a>, lasted four hours. Boeing announced that test pilots performed <a href=\"http:\/\/boeing.mediaroom.com\/2015-09-25-Boeing-U-S-Air-Force-KC-46A-Tanker-Completes-Successful-First-Flight\" target=\"_blank\">operational checks on engines, flight controls and environmental systems<\/a>. Later this year the KC-46 will conduct aerial refuelling flights with a number of US Air Force aircraft. According to David Axe over at <em>War is Boring<\/em>, not a lot. Despite the Kremlin\u2019s modernisation program, Axe <a href=\"http:\/\/warisboring.com\/articles\/the-big-thing-the-russian-air-force-still-cant-do\/\" target=\"_blank\">argues<\/a>\u00a0that Russia lags behind in the development, acquisition and employment of \u2018smart\u2019 air-to-ground munitions. Axe\u2019s article comes just two weeks after Air Force (USAF) General Frank Gorenc <a href=\"http:\/\/thediplomat.com\/2015\/09\/us-air-force-russia-has-closed-air-power-gap-with-nato\/\">announced<\/a> that NATO\u2019s air superiority vis-\u00e0-vis Russia is waning.<\/p>\n<p><strong>Rapid Fire<\/strong><\/p>\n<p>If US Special Forces like Navy Seals or Green Berets interest you, you&#8217;ll probably enjoy this <a href=\"http:\/\/www.salon.com\/2015\/09\/27\/the_militarys_secret_military_u_s_special_forces_deployed_in_135_nations_partner\/\" target=\"_blank\">article<\/a> by Nick Turse, which discusses how US Special Operations Command (SOCOM) funding more than tripled between 2001 and 2014, while personnel numbers more than doubled. Turse reports that approximately 11,000 US &#8216;special operators&#8217; are deployed at any given time, either on combat or training missions, and have been deployed in 135 different nations this year. Turse published a book in May about US Special Forces in Africa called <a href=\"http:\/\/www.amazon.com\/Tomorrows-Battlefield-Proxy-Secret-Africa\/dp\/1608464636\" target=\"_blank\"><em>Tomorrow&#8217;s Battlefield<\/em><\/a>.<\/p>\n<p>Israel has once again <a href=\"http:\/\/www.theguardian.com\/world\/2015\/sep\/27\/israel-syrian-army-rockets-military\" target=\"_blank\">retaliated<\/a> against Syrian Army positions after the war spilled over into Israeli territory over the weekend. IDF artillery shelled two Syrian Army posts after two &#8216;errant rockets&#8217; from conflict between Syrian Army and rebel groups landed in the Golan Heights.<\/p>\n<p>Mixed Martial Arts is apparently becoming a popular sport for US soldiers to practice on each other. <em>War is Boring<\/em> has published a <a href=\"http:\/\/warisboring.com\/articles\/hand-to-hand-combat-still-matters\/\" target=\"_blank\">piece<\/a> about the value of hand-to-hand combat for Army troops.
