Head honchos from 50 nations gathered in Washington DC this week for the fourth and final Nuclear Security Summit, a biennial gathering launched by President Barack Obama after he set out his vision for a nuclear free world in a <\/span>speech in Prague <\/span><\/a>soon after his 2009 inauguration. Head on over to <\/span>CNN <\/span><\/i><\/a>and <\/span>Brookings<\/span><\/a> for useful primers on the 2016 iteration; <\/span>Defense One <\/span><\/i>looks back over the past 12 months to pull together <\/span>seven solid pieces of background reading<\/span><\/a>; and the <\/span>NTI Nuclear Security Index<\/span><\/a> has a cheat sheet to help outsiders decode \u2018summit speak\u2019. <\/span>Breaking Defense <\/span><\/i>carries <\/span>Michael Krepon\u2019s critique of American and Russian nuclear modernisation plans<\/span><\/a>. <\/span>The New York Times <\/span><\/i>reports that <\/span>action on the sidelines threatened to overshadow the Summit<\/span><\/a>: Russia\u2019s Putin wasn\u2019t invited; Turkey\u2019s Erdogan was initially refused an audience with the US President, and while the meeting between Xi and Obama was cordial on the subject of climate change, it took a turn for the worse when contentious issues like the South China Sea came up.<\/span><\/p>\n

In this week\u2019s cover story, <\/span>The Economist<\/span><\/i>\u00a0examines the personality cult<\/span><\/a> surrounding the Chinese premier, and how his policies have worked to fuel discontent among China\u2019s elite.<\/span><\/p>\n

Two compelling reads on terrorism this week. The first, from <\/span>Lapham\u2019s Quarterly<\/span><\/i>, is a <\/span>historical survey of barbarism<\/span><\/a>, which notes the many precedents to Daesh\u2019s brutality. The second is from CSIS\u2019s Burke Chair in Strategy, Anthony Cordesman, who has this week updated a graphic survey to illuminate some of the <\/span>recent trends in terrorism<\/span><\/a>. Cordesman writes:<\/span><\/p>\n

\u2018Virtually all of the data available indicate that [terrorist] threats to the United States and its allies remain critical and that the geographic scope and intensity of terrorism continues to increase. At the same time, there are critical problems and shortfalls in the data available, a near total lack of credible unclassified data on the cost and effectiveness of various counterterrorism efforts, and critical problems in the ways the United States approaches terrorism.\u2019<\/span><\/p>\n<\/blockquote>\n

While it landed a few days before April Fools\u2019 pranks were in full swing, Donald J. Trump has this week used two interviews to give us a glimpse of the foreign policy he would prosecute in the White House: the first<\/span> is\u00a0at <\/span>The Washington Post<\/span><\/i><\/a>, and the second comes courtesy of<\/span>\u00a0The New York Times<\/span><\/i><\/a> (see <\/span>here<\/a>\u00a0for highlights<\/span>). Reactions to The Donald\u2019s \u2018America First\u2019 policies have been frosty at best: <\/span>The New York Times<\/span><\/i> Editorial Board branded Trump\u2019s policies as \u2018<\/span>dangerous babble<\/span><\/a>\u2019 that shifts from one minute to the next; <\/span>Japan and South Korea have lashed out<\/span><\/a> over the proposal to withdraw US military support to the two countries and the recommendation that they acquire nuclear arsenals to protect themselves (<\/span>arms race, anyone?<\/span><\/a>); and <\/span>TIME<\/span><\/i> dived into the political baggage <\/span><\/a>behind the branding of Trump\u2019s foreign policy position. <\/span>War on the Rocks <\/span><\/i>also weighs in with <\/span>this piece<\/span><\/a> which ask whether the idea of presidential doctrines is outdated.<\/span><\/p>\n

Monocle<\/span><\/i>\u2019s The Globalist series continues to deliver the goods, with two exceptional listens this week. <\/span>The first<\/span><\/a> (59 mins) looks at Daesh\u2019s defeat at the ancient ruins of Palmyra and whether that loss has dealt a fatal blow to the terrorist organisation\u2014as well as what Japan\u2019s new security laws mean for the country\u2019s traditional pacifist stance.
