Amruta Karambelkar looks at the <a href=\"http:\/\/www.ipcs.org\/article\/southeast-asia\/the-asean-challenges-facing-the-new-secretary-general-3805.html\" target=\"_blank\">inaugural speech of the grouping\u2019s first Vietnamese head<\/a>\u00a0and what lies ahead for the region.<\/p>\n<p><strong>Submarines<\/strong><\/p>\n<p>For the naval wonks out there, RSIS fellow Michael Raska has a <a href=\"http:\/\/www.rsis.edu.sg\/publications\/Perspective\/RSIS0132013.pdf\" target=\"_blank\">new paper<\/a> (PDF) arguing for new classes of conventional submarine designs in the Asia Pacific.<\/p>\n<p><strong>India<\/strong><\/p>\n<p>What strategic interests does India have in the Arctic? This new Institute of Peace and Conflict Studies <a href=\"http:\/\/www.ipcs.org\/article\/india\/india-and-the-melting-arctic-3804.html\" target=\"_blank\">article looks at India\u2019s chill factor<\/a>.<!--more--><\/p>\n<p><strong>Defence spending<\/strong><\/p>\n<p>Last week, UK-based Transparency International released the results of its <a href=\"http:\/\/government.defenceindex.org\/\" target=\"_blank\">Government Defence Anti-Corruption Index<\/a> (by country <a href=\"http:\/\/government.defenceindex.org\/results\/countries\">here<\/a>, overall report <a href=\"http:\/\/government.defenceindex.org\/report\">here<\/a>). It found that 70% of governments fail to protect against corruption in the defence sector. Of the 82 countries surveyed, Australia and Germany were rated A, meaning least corrupt. But it appears the Singaporean government wasn\u2019t too happy with its D+ rating and felt the need to respond with a <a href=\"http:\/\/www.mindef.gov.sg\/imindef\/press_room\/clarification\/30jan13_clarification.html#.UQ8ebh2kr62\" target=\"_blank\">strongly-(and carefully-) worded statement on its anti-corruption efforts<\/a>.<\/p>\n<p>Also in defence spending, here\u2019s a new-ish <a href=\"http:\/\/www.iai.it\/pdf\/DocIAI\/iaiwp1227.pdf\" target=\"_blank\">working paper<\/a> (PDF) by the Istituto Affari Internazionali on defence spending in Europe before and after the economic crisis and its impact on NATO capabilities.<\/p>\n<p>Want to see what a program of closing the gap between aspiration and budget looks like? The UK Government has just released the\u00a0<a href=\"https:\/\/www.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/70258\/Defence_Equipment_Plan_2012_20130130.pdf\" target=\"_blank\">Defence Equipment Plan 2012 (sic)<\/a>\u00a0(PDF). Their National Audit Office was quick out of the blocks with\u00a0<a href=\"http:\/\/www.nao.org.uk\/publications\/1213\/mod_equipment_plan.aspx\" target=\"_blank\">their guarded assessment<\/a>\u00a0(which sounds kind of familiar):<\/p>\n<blockquote><p>\u2026 the Ministry of Defence has taken significant positive steps designed to deal with the accumulated affordability gap in the Equipment Plan 2012 to 2022, and lay the foundations for stability going forward.\u00a0The crucial test will be whether the Department is able to deliver the Equipment Plan within planned expenditure limits, supported by the existence of a substantial contingency provision, over the next few years.
