Welcome to\u00a0\u2018<\/em>The Strategist Six\u2019, a feature that provides a glimpse into the thinking of prominent academics, government officials, military officers, reporters and interesting individuals from around the world.<\/em><\/p>\n

1. As director of the Australian War Memorial, you\u2019ve fielded considerable criticism over your plan for extensions that will cost $498 million. Other institutions store parts of their collections and rotate them. Might rotating exhibits or sending them on national tours be an option and why does the War Memorial need to be bigger?<\/strong><\/p>\n

I confronted the War Memorial\u2019s need to expand during my first week, in late 2012. Having asked senior staff when there might be an Afghanistan exhibition, I was told it would be years away because of lack of space. Space that had been used by volunteers assisting the public was appropriated. At the official opening of Afghanistan: the Australian story<\/em> in August 2013, I told the then prime minister and opposition leader that we would need to invest in more space.<\/p>\n

There are large objects displayed in the existing galleries and many more that are not. The Gallipoli landing boat, the Lancaster bomber \u2018G for George\u2019, the Mosquito, the Japanese Zero, the Kittyhawk, the P-51 Mustang, the midget submarine, World War I planes, Sydney<\/em> Emden guns, and so on, tell the stories of people and are all integral to telling our nation\u2019s story. Moving them in and out of display is a major undertaking, expensive, risky to the objects and would rightly distress veterans, families and descendants. Few would argue for their removal, yet some seem to have the view that displaying a Bushmaster, ASLAV, CH-47 or large objects salvaged from HMAS Tobruk<\/em> or HMAS Sydney<\/em> IV should not be supported. The critics send the message that the younger generation and its stories are less worthy than earlier ones.<\/p>\n

The other critical point is that the heart of the War Memorial is the commemorative area, Roll of Honour and Hall of Memory with the Tomb of the Unknown Australian Soldier.<\/p>\n

2. The memorial\u2019s funding has remained at a high level while other institutions and galleries have suffered cuts. Is that appropriate?<\/strong><\/p>\n

The memorial\u2019s operational budget today is more than $7.9 million less than it would have been without cuts delivered through \u2018efficiency dividends\u2019\u2014and $10.2 million less by the end of the forward estimates period. This has meant staffing reductions. We\u2019re currently having to reduce outlays by $2.4 million per year and another $1 million annually from 2021\u201322. For the centenary of the First World War commemorations we received funding to support unprecedented demands.<\/p>\n

3. Critics of the plan have said that you\u2019ve excessively venerated the Anzac story and that denies the richness of the nation\u2019s broader history. Do you believe your passion is excessive?<\/strong><\/p>\n

As director of the War Memorial, I am not apologetic about being an advocate for it. The memorial is like no other cultural institution. It was deliberately placed at the end of Anzac Parade to remind the decision-makers of the cost of some of their decisions. It was founded out of the event that most wounded, divided, scarred and ultimately shaped our nation, World War I. We are surrounded by the names of 102,800 Australian dead, and by grieving families and comrades. At the heart of the memorial is a grave. The impact on staff is such that I have put them through Lifeline\u2019s \u2018Accidental Counsellor\u2019 program. Given what the War Memorial means to this nation, I would be concerned about those who lack passion for the stories told here.<\/p>\n

4. Do you believe it\u2019s part of the memorial\u2019s role to explain the bad things and the failures in war as well as the heroism and nobility?<\/strong><\/p>\n

The War Memorial tells stories of men and women that hurt, and stories that heal. Stories of our heroes are important and must be told as a means of seeking to inspire us to be people who might run into danger for others rather than from it.<\/p>\n

However, the stories told are overwhelming of love and friendship\u2014love for friends and between friends, love of family and love of our country. These are stories of two million men and women whose lives were devoted not to themselves, but to us\u2014and, in their last moments, to one another. There\u2019s no triumphalism here, no demeaning of our former foes.<\/p>\n

Of course, there is a dark side in all human beings and in the events of history. As Charles Bean wrote of the men and women he lived with at the front for more than four years, \u2018the good and the bad \u2026 the greatness and the smallness of their story\u2019. The qualities we focus on are those of everyday men and women caring for one another in the midst of extreme circumstances, displaying courage in its various forms, determination, endurance and a spirit that binds us as Australians.<\/p>\n

5. You have from time to time suggested that visiting the War Memorial has helped veterans heal. How is that different from the services provided by Veterans Affairs?<\/strong><\/p>\n

Scott Palmer was one of our three commandos killed in the Blackhawk crash in Kandahar in 2010. He was carried from the wreck on the helicopter engine cowling, which is on display in the limited space we have for the Afghanistan exhibition. His mother, Pam, with immense emotion, embraced me when she saw it and said, \u2018Thank you for making my son\u2019s memory live.\u2019 A naval officer wrote to me: \u2018Thank you for telling my 11-year-old son in words I never could why his father has spent so such time away from home.\u2019<\/p>\n

Olivia Gavin was six when we told her father\u2019s Last Post story. At its end she wrapped her arms around the legs of the wife of the president of Hungary, who had sobbed throughout the reading of Luke\u2019s life story. Olivia looked up and said, \u2018It\u2019s okay to cry. I cry about it a lot too.\u2019<\/p>\n

Young damaged veterans have been coming in after we\u2019ve closed, avoiding noise and crowds. As a veteran\u2019s psychiatrist wrote after such a visit, \u2018I don\u2019t know what you\u2019ve done but I never thought he would step inside the War Memorial, let alone stand in front of the section of blast wall (brought back from the base in Afghanistan) and sign it, \u201cThank you\u201d.\u2019<\/p>\n

Critics of the redevelopment fail to understand that the memorial is part of the \u2018therapeutic milieu\u2019 for men and women and their families coming to terms with what they\u2019ve done for us and the impact it\u2019s had on them. As one Vietnam Veteran wrote: \u2018I regard the War Memorial as being part of veterans\u2019 welfare which for too long we didn\u2019t get.\u2019<\/p>\n

6. Critics say the project will destroy the memorial\u2019s character and require the demolition of Anzac Hall. Is that so and is it worth it?<\/strong><\/p>\n

At a cost of more than $20 billion in deployments since 1999, Australia has created 100,000 veterans. All have been changed by their service and a significant minority carry physical and psychological traumas.<\/p>\n

One of the contributors to post-traumatic stress is \u2018meaninglessness\u2019. If you think that what you did does not count, that it\u2019s not appreciated, known and understood by your nation, and that your people are proud of it, you are more likely to suffer.<\/p>\n

To suggest that expanding the memorial would destroy its character could not be further from the truth. The new galleries will significantly expand Australia\u2019s peacekeeping story and tell what our nation does to prevent war. The Regional Assistance Mission to Solomon Islands, East Timor, Iraq, Afghanistan, Northern Iraq and Syria, a veterans\u2019 art gallery are the key drivers for this.<\/p>\n

We need a larger display for the bombing of Darwin, Catalinas and Coral-Balmoral, but it is predominantly for operations of the past 40 years. For the first time there will also be an area for quiet reflection and emotional release and a space for veterans\u2019 organisations.<\/p>\n

Anzac Hall is no longer fit for purpose. To avoid spending tens of millions of dollars going underground beneath the heritage building and risking its integrity, it\u2019s best value for money to demolish it and rebuild it\u2014deeper, wider and on two levels taking the exhibition space in it from 4,700 square metres to 12,800 square metres.<\/p>\n

The new Anzac Hall will have an atrium at its centre allowing visitors to look back to the dome above the tomb, thereby linking it to the heart of the memorial. As with the British Museum, an atrium will link it to the rear of the existing building housing large objects beneath.<\/p>\n

In the late 1990s, architects produced three options for Anzac Hall, two of which were of a modular nature allowing for future expansion. The one chosen did not. It cost $11 million. What makes Anzac Hall special is not the building but what is displayed within it, how it is laid out and the stories of men and women.<\/p>\n","protected":false},"excerpt":{"rendered":"
