The central theme of his speech was the Chinese Communist Party\u2019s\u2014not the Chinese people\u2019s\u2014designs for global hegemony.<\/p>\n<p>This was clearly a well-prepared and strongly positioned speech. Pompeo said that it was the fourth in a series of China speeches; the other three were delivered by <a href=\"https:\/\/www.whitehouse.gov\/briefings-statements\/chinese-communist-partys-ideology-global-ambitions\/\" target=\"_blank\" rel=\"noopener noreferrer\">National Security Adviser Robert O\u2019Brien<\/a>, <a href=\"https:\/\/www.fbi.gov\/news\/speeches\/the-threat-posed-by-the-chinese-government-and-the-chinese-communist-party-to-the-economic-and-national-security-of-the-united-states\" target=\"_blank\" rel=\"noopener noreferrer\">FBI Director Chris Wray<\/a> and <a href=\"https:\/\/www.justice.gov\/opa\/speech\/transcript-attorney-general-barr-s-remarks-china-policy-gerald-r-ford-presidential-museum\" target=\"_blank\" rel=\"noopener noreferrer\">Attorney General William Barr<\/a>. All this points to a coordinated position in the US administration on the threat from China.<\/p>\n<p>However, the question now is, can we work on the principle that President Donald Trump is of the same view? Pompeo\u2019s speech was mainly about the ideological threat from China\u2019s communism, whereas Trump is much more focused on transactional issues, such as trade and business. Even so, neither Beijing nor the rest of us can afford to dismiss this speech.<\/p>\n<p>The following is a selection of some of the more important assertions by Pompeo:<\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">He said that his mission was to explain to the American people \u2018what the China threat means for our economy, for our liberty, and indeed for the future of free democracies around the world\u2019.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">We are watching a Chinese military \u2018that grows stronger and stronger, and indeed more menacing\u2019.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">If we want to have a free 21st century, \u2018the old paradigms of blind engagement with China simply won\u2019t get it done\u2019.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u2018The free world must triumph over this new tyranny.\u2019<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u2018We opened our arms to Chinese citizens, only to see the Chinese Communist Party exploit our free and open society.\u2019<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Barr has said that \u2018The ultimate ambition of China\u2019s rulers isn\u2019t to trade with United States. It is to raid the United States.\u2019<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u2018Perhaps we were naive about China\u2019s virulent strain of communism \u2026 or hoodwinked by Beijing\u2019s talk of a \u201cpeaceful rise\u201d.\u2019<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u2018China is increasingly authoritarian at home, and more aggressive in its hostility to freedom everywhere else. And President Trump has now said: enough.\u2019<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u2018General Secretary Xi Jinping is a true believer in a bankrupt totalitarian ideology.\u2019<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u2018[I]t\u2019s this ideology that informs his decades-long desire for global hegemony of Chinese communism.\u2019<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u2018We, the freedom-loving nations of the world, must induce China to change \u2026 because Beijing\u2019s actions threaten our people and our prosperity.\u2019<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u2018We can\u2019t treat this incarnation of China as a normal country, just like any other.\u2019<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u2018We know that the People\u2019s Liberation Army is not a normal army \u2026 Its purpose is to uphold the absolute rule of the Chinese Communist Party elites and expand a Chinese empire, not to protect the Chinese people.\u2019<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u2018We must also engage and empower the Chinese people\u2014a dynamic, freedom-loving people who are completely distinct from the Chinese Communist Party.\u2019<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Growing up during the Cold War taught him that \u2018communists almost always lie. The biggest lie that they tell is to think that they speak for 1.4 billion people who are surveilled, oppressed, and scared to speak out.\u2019<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u2018The CCP fears the Chinese people\u2019s honest opinions more than any foe.\u2019<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u2018But Beijing is more dependent on us than we are on them \u2026 The timing is perfect. It\u2019s time for free nations to act.\u2019<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u2018For too long we let the CCP set the terms of engagement, but no longer. Free nations must set the tone. We must operate on the same principles.\u2019<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u2018[I]f we don\u2019t act now, ultimately the CCP will erode our freedoms and subvert the rules-based order that our societies have worked so hard to build. If we bend the knee now, our children\u2019s children may be at the mercy of the Chinese Communist Party, whose actions are the primary challenge today in the free world.\u2019<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u2018Now, this isn\u2019t about containment \u2026 It\u2019s about a complex new challenge that we\u2019ve never faced before.\u2019<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u2018[W]e can\u2019t face this challenge alone \u2026 Maybe it\u2019s time for a new grouping of like-minded nations, a new alliance of democracies.\u2019<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u2018If the free world doesn\u2019t change, communist China will surely change us.\u2019<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u2018Securing our freedoms from the Chinese Communist Party is the mission of our time, and America is perfectly positioned to lead it because our founding principles give us that opportunity.\u2019\u2019<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u2018[O]ur nation was founded on the premise that all human beings possess certain rights that are unalienable. And it\u2019s our government\u2019s job to secure those rights. It is a simple and powerful truth. It\u2019s made us a beacon of freedom for people all around the world, including people inside of China.\u2019<\/span><\/li>\n<\/ul>\n<p>Some of the reactions to the Pompeo speech in Australia have been to describe it as \u2018scary\u2019, whereas others consider it was <a href=\"https:\/\/www.aspistrategist.ru\/australia-makes-its-position-on-china-clear-in-ministerial-meeting-with-us\/\" target=\"_blank\" rel=\"noopener noreferrer\">a compelling assessment of China<\/a>. The fact is that Beijing has now been plainly informed by the US that the relationship has changed and that it can expect much more forceful responses from Washington in future.<\/p>\n<p>This is not the first time that America has launched such a provocatively worded policy against its main adversary. In 1983, President Ronald Reagan made his infamous <a href=\"https:\/\/voicesofdemocracy.umd.edu\/reagan-evil-empire-speech-text\/\" target=\"_blank\" rel=\"noopener noreferrer\">\u2018evil empire\u2019 speech<\/a>, which identified the Soviet Union as \u2018the focus of evil in the modern world\u2019 and characterised the US conflict with the USSR as a battle between good and evil. Some commentators <a href=\"https:\/\/www.penguinrandomhouse.com\/books\/293667\/the-cold-war-by-john-lewis-gaddis\/\" target=\"_blank\" rel=\"noopener noreferrer\">believe<\/a> that Reagan\u2019s speech and his subsequent \u2018Star Wars\u2019 threat laid the groundwork for the ultimate collapse of the Soviet Union.<\/p>\n<p>But nobody should expect the Australian government to endorse Pompeo\u2019s speech or use his ideological language. Indeed, at the recent AUSMIN meeting, which occurred five days after the speech, Foreign Minister Marise Payne <a href=\"https:\/\/www.minister.defence.gov.au\/minister\/lreynolds\/transcripts\/australia-united-states-ministerial-consultations-ausmin\" target=\"_blank\" rel=\"noopener noreferrer\">made it plain<\/a> that Australia\u2019s positions on China are our own and \u2018we make our own decisions, our own judgements in the Australian national interest\u2019.
