The event is on at 6:00pm on Monday night, with\u00a0<span style=\"font-size: 13px; line-height: 19px;\">Emeritus Professor Paul Dibb AM,\u00a0<\/span><span style=\"font-size: 13px; line-height: 19px;\">Professor Hugh White,\u00a0<\/span><span style=\"font-size: 13px; line-height: 19px;\">Associate Professor Brendan Taylor, and\u00a0<\/span><span style=\"font-size: 13px; line-height: 19px;\">Dr Richard Brabin-Smith AO discussing the question: &#8220;what does it say, what should it have said?&#8221; If that&#8217;s not enough, there will be drinks with the panelists afterwards, but don&#8217;t forget to sign up.<\/span><\/p>\n<p>It seems that chemical weapons have <a href=\"http:\/\/www.nytimes.com\/2013\/04\/26\/world\/middleeast\/us-says-it-suspects-assad-used-chemical-weapons.html?_r=0&amp;gwh=6E779147234F494DBFED7445D0C9F740\" target=\"_blank\">probably been used<\/a> in Syria. <a href=\"http:\/\/www.iiss.org\/en\/iiss%20voices\/blogsections\/iiss-voices-2013-1e35\/april-2013-982b\/sarin-in-syria-7492\" target=\"_blank\">Here is Mark Fitzpatrick<\/a> from the IISS on the standard of proof required before we can say the red line has been crossed. Obama is <a href=\"http:\/\/thecaucus.blogs.nytimes.com\/2013\/04\/28\/lawmakers-call-for-stronger-u-s-action-in-syria\/?smid=tw-share\">under pressure<\/a> to provide a response.<\/p>\n<p>On naval matters we have a handful of US Navy admirals <a href=\"http:\/\/www.foreignpolicy.com\/articles\/2013\/04\/26\/why_america_still_needs_aircraft_carriers#.UXrtSGZZFUM.twitter\" target=\"_blank\">stand up for aircraft carries<\/a>:<\/p>\n<\/div>\n<blockquote><p>Nuclear-powered aircraft carriers and their embarked air wings enable the United States to act as a key guarantor of peace and stability around the world. Having the ability to operate without a &#8220;permission slip&#8221; for basing and over-flight access, while generating the range of effects necessary to deter potential adversaries, is more than just a symbol of power. It is the essence of power.<\/p><\/blockquote>\n<div>\n<p>On a not-unrelated topic, RAND Corporation has released a publication on <a href=\"http:\/\/www.rand.org\/pubs\/research_reports\/RR151.html\">Sea Power and American Interests in the Western Pacific<\/a>, of which there is a brief version <a href=\"http:\/\/www.rand.org\/pubs\/research_briefs\/RB9709.html\">here<\/a>.<\/p>\n<\/div>\n<p>Things in Asia <a href=\"http:\/\/www.foreignpolicy.com\/articles\/2013\/04\/25\/paper_tiger_china_military_buildup\">could be worse<\/a> according to this article from <em>Foreign Policy<\/em>:<\/p>\n<div>\n<blockquote><p>Beijing&#8217;s defense expenditures, measured in 2011 dollars, grew from $18 billion in 1989 to $157 billion by 2012, an increase of over 750 percent. Surprisingly, no East or Southeast Asian countries responded with similar increases in spending.<\/p><\/blockquote>\n<\/div>\n<p>But that doesn&#8217;t mean there\u2019s nothing\u00a0 to worry about, according to the interestingly titled <a href=\"http:\/\/www.ndu.edu\/press\/lib\/pdf\/china-perspectives\/ChinaPerspectives-6.pdf\" target=\"_blank\">China\u2019s Forbearance Has Limits<\/a> (PDF) from the National Defence University in Washington DC.<\/p>\n<p>If you are in Canberra, Professor Russell Trood will be speaking on Australia\u2019s campaign to win a seat on the United Nations security council today at 5.30 pm (AIIA Conference Centre, Stephen House, on Thesiger Court in Deakin) .<\/p>\n<p>Finally, rumor is rife in Canberra that we will see a new Defence White Paper released in the next few days.
