With multiple initiatives set to launch, 2021 was supposed to be the year Australia pivoted to Southeast Asia. Recent events in Myanmar<\/a> will make this more challenging, but the underlying reasons for investing in Southeast Asia remain.<\/p>\n

At the start of 2020, consultations<\/a> for a new international development policy were full of voices worrying that Australia was stepping away<\/a> from Southeast Asia following its Pacific step-up<\/a> announcement. But by year\u2019s end, the government had announced significant funding for a variety of projects across Southeast Asian nations.<\/p>\n

In May, the \u2018Partnerships for recovery<\/a>\u2019 development policy placed a priority on the Pacific and Southeast Asia as Australia\u2019s immediate region. The rationale was clear: \u2018These are the places where we have the most extensive partnerships and can have most impact.\u2019 In July, the defence strategic update<\/a> announced a decisive refocus<\/a> on Australia\u2019s immediate region, from the northeastern Indian Ocean through maritime and mainland Southeast Asia to the Southwest Pacific.<\/p>\n

The October budget included $23 million<\/a> to distribute Covid-19 vaccines in Southeast Asia, in addition to other investments in the Pacific and Timor-Leste. This was followed by the treasurer\u2019s announcement of a $1.5-billion loan<\/a> to Indonesia for budgetary support.<\/p>\n

The renewed attention culminated in the prime minister\u2019s announcement<\/a>, following November\u2019s ASEAN\u2013Australia Summit, of \u2018a\u00a0new package of economic, development and security measures\u2019 to support the region\u2019s recovery from Covid-19. Highlights included:<\/p>\n
