Australia\u2019s great counter-offer is to South Pacific people.<\/p>\n<p>The people dimension must define Australia\u2019s effort for the islands.<\/p>\n<p>The rebuttal to the charge that Australia is driven merely by a China security panic is the thinking about human security for the islands.<\/p>\n<p>Canberra\u2019s pondering on helping Pacific people promises much in the diplomatic duel with China.<\/p>\n<p>As well as its own policy platform, Anthony Albanese\u2019s government inherits an extensive set of proposals for Australia to do much more. The inheritance is a bipartisan effort by the federal parliament.<\/p>\n<p>During the previous term, the parliament\u2019s Joint Committee on Foreign Affairs, Defence and Trade produced a series of linked reports:<\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/www.aph.gov.au\/Parliamentary_Business\/Committees\/Joint\/Foreign_Affairs_Defence_and_Trade\/PacificIslandnations\/Report\" target=\"_blank\" rel=\"noopener\"><i><span style=\"font-weight: 400;\">Inquiry into Australia\u2019s defence relationships with Pacific island nations<\/span><\/i><\/a><span style=\"font-weight: 400;\">, tabled on 1 April 2021<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/www.aph.gov.au\/Parliamentary_Business\/Committees\/Joint\/Foreign_Affairs_Defence_and_Trade\/TradewithPacific\/Report\" target=\"_blank\" rel=\"noopener\"><i><span style=\"font-weight: 400;\">One region, one family, one future: deepening relations with the Pacific nations through trade<\/span><\/i><\/a><span style=\"font-weight: 400;\">, 3 September 2021<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/www.aph.gov.au\/Parliamentary_Business\/Committees\/Joint\/Foreign_Affairs_Defence_and_Trade\/womenandgirlsPacific\/Report\" target=\"_blank\" rel=\"noopener\"><i><span style=\"font-weight: 400;\">Inquiry into the human rights of women and girls in the Pacific<\/span><\/i><\/a><span style=\"font-weight: 400;\">, 29 November 2021<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/www.aph.gov.au\/Parliamentary_Business\/Committees\/Joint\/Foreign_Affairs_Defence_and_Trade\/PacificRelationships\/Report\" target=\"_blank\" rel=\"noopener\"><i><span style=\"font-weight: 400;\">Strengthening Australia\u2019s relationships with countries in the Pacific<\/span><\/i><\/a><span style=\"font-weight: 400;\">, 30 March 2022.<\/span><\/li>\n<\/ul>\n<p>The last of these reports tied together the many strands of three years of work with these thoughts:<\/p>\n<blockquote><p>Australia\u2019s relationships with the nations of the Pacific are of enduring importance. They are underpinned by a long shared history, common values, strong ties between peoples, and a natural empathy.<\/p>\n<p>At a time of intensifying geopolitical competition and growing global challenges, especially that of climate change, fostering and strengthening these relationships has assumed a new importance and urgency.<\/p><\/blockquote>\n<p>The four reports are the effort of a Canberra awakened from its <a href=\"https:\/\/www.afr.com\/policy\/foreign-affairs\/australia-has-to-end-its-long-pacific-stupor-before-it-s-too-late-20220427-p5agne\" target=\"_blank\" rel=\"noopener\">long Pacific stupor<\/a>, seeking new thoughts and wanting to do better.<\/p>\n<p>The all-party effort by the foreign affairs committee meshes with the promise Labor made during the election campaign to <a href=\"https:\/\/www.alp.org.au\/policies\/labors-plan-to-build-a-stronger-pacific-family\" target=\"_blank\" rel=\"noopener\">\u2018build a strong Pacific family\u2019<\/a>. Whatever else of Scott Morrison\u2019s inheritance is discarded, his \u2018Pacific family\u2019 coin grows in value and is now Labor language.<\/p>\n<p>Back in 2019, I hailed ScoMo\u2019s family language as <a href=\"https:\/\/www.aspistrategist.ru\/morrisons-forrest-gump-moment\/\" target=\"_blank\" rel=\"noopener\">\u2018goddamn genius\u2019<\/a>. The <a href=\"https:\/\/www.aspistrategist.ru\/a-vuvale-partnership-for-the-pacific-islands\/\" target=\"_blank\" rel=\"noopener\">response<\/a> from the University of Tasmania\u2019s Richard Herr was the caution that, \u2018While the inclusiveness of the family concept might play well at a rhetorical level \u2026 the content of \u201cfamily values\u201d is very much in the eye of the beholder \u2026 Whose norms are to prevail as the Pacific family\u2019s values?\u2019 All true, as to be expected from the wisdom of Herr, with his decades of work in the islands. The test will be deeds to match the words.<\/p>\n<p>Canberra\u2019s vision of the Pacific will be built by what\u2019s done (and how it\u2019s done) not the warmth of the chat. Australia must deliver for the people it embraces as family.<\/p>\n<p>Yet the family imagining matters\u2014action follows the shapes offered by the understanding.<\/p>\n<p>Family is a continuity amid all the changes in the shift from the Morrison to the Albanese government. Indeed, ScoMo got a tacit nod in Albanese\u2019s policy statement on <a href=\"https:\/\/www.alp.org.au\/policies\/labors-plan-to-build-a-stronger-pacific-family\" target=\"_blank\" rel=\"noopener\">\u2018Labor\u2019s plan to build a stronger Pacific family\u2019<\/a>. As it should, this will be Pacific policy with lots of moving parts. The new government has pledged to:<\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">create an<\/span><a href=\"https:\/\/www.alp.org.au\/policies\/australia-pacific-defence-school\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">Australia Pacific defence school<\/span><\/a><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">boost support for Pacific maritime<\/span><a href=\"https:\/\/www.alp.org.au\/policies\/boosting-support-for-pacific-maritime-security\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">security and surveillance<\/span><\/a><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">lift<\/span><a href=\"https:\/\/www.alp.org.au\/policies\/boosting-australian-development-assistance-to-the-pacific\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">aid<\/span><\/a><span style=\"font-weight: 400;\"> to the South Pacific by $525 million over the four years from 2022\u201323<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">establish a<\/span><a href=\"https:\/\/www.alp.org.au\/policies\/pacific-climate-infrastructure-financing-partnership\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">Pacific climate infrastructure financing partnership<\/span><\/a><span style=\"font-weight: 400;\"> for the islands and Timor-Leste<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">deliver an Indo-Pacific<\/span><a href=\"https:\/\/www.alp.org.au\/policies\/indo-pacific-broadcasting-strategy\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">broadcasting strategy<\/span><\/a><span style=\"font-weight: 400;\"> that\u2019ll include an extra $8 million for the ABC\u2019s international work and consider restoring shortwave broadcasting to the South Pacific<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">extend schemes for islanders to<\/span><a href=\"https:\/\/www.alp.org.au\/policies\/pacific-australia-labour-mobility\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">work in Australia<\/span><\/a><span style=\"font-weight: 400;\"> and allocate up to 3,000 visas a year for permanent migration from the South Pacific and Timor-Leste.<\/span><\/li>\n<\/ul>\n<p>The new thought coming into view is that Australia offers the Pacific family more than the chance to be seasonal workers. The step to longer-term visas pushes at the doors of easier access and the right to live in Australia.<\/p>\n<p>The parliamentary report on relationships emphasised the need to scale up the labour program to \u2018better support career development, and provide pathways for permanent residency\u2019, and recommended creating \u2018a dedicated Pacific component within Australia\u2019s permanent migration\u2019.<\/p>\n<p>Getting more Pacific people into Australia will be warmly welcomed by the region. Where the discussion becomes complicated is Australia\u2019s effort to lift the region by holding the region closer.<\/p>\n<p>The foreign affairs committee wants more work on \u2018deeper integration\u2019 of the islands. It calls for \u2018bold ideas for longer term Pacific region \u201cdeep integration\u201d including the creation of a significant compact of free association with countries in the Pacific island region\u2014in particular microstates most vulnerable to climate change instability\u2019.<\/p>\n<p>I\u2019ve been writing about <a href=\"https:\/\/www.aspistrategist.ru\/australian-ambition-aspiration-south-pacific-community\/\" target=\"_blank\" rel=\"noopener\">political and economic community<\/a> with the islands for decades, often bemoaning Canberra\u2019s inability to <a href=\"http:\/\/web.mit.edu\/12.000\/www\/m2009\/teams\/students\/kennyd\/australia.pdf\" target=\"_blank\" rel=\"noopener\">think new thoughts<\/a>. And I\u2019ve got plenty of old scar tissue where I\u2019ve been kicked by islanders for being paternalistic or neocolonialist.<\/p>\n<p>The <a href=\"https:\/\/www.aspistrategist.ru\/the-gulliver-dilemma-australia-and-south-pacific-security\/\" target=\"_blank\" rel=\"noopener\">Gulliver dilemma<\/a> is that Australia, as the giant, must always tiptoe around the South Pacific, just as\u00a0<a href=\"https:\/\/www.gutenberg.org\/files\/829\/829-h\/829-h.htm#part01\" target=\"_blank\" rel=\"noopener\">Gulliver<\/a>\u00a0stepped carefully around the fictional South Seas land of Lilliput.<\/p>\n<p>Australia\u2019s talk of integration follows the logic of family; island scepticism centres on what that means for their identities and sovereignty.<\/p>\n<p>When rubbing my paternalist\/colonialist bruises, I often respond that deep economic and security integration with Australia hasn\u2019t done much damage to New Zealand\u2019s identity and sovereignty. In the Pacific family, the Kiwi always offers help to the Kangaroo.<\/p>\n<p>The family discussion is happening. Canberra has a lot of fresh thinking to draw on.
