Technology mogul Elon Musk hasn\u2019t won\u00a0himself\u00a0many new fans in the\u00a0national security\u00a0community over the past fortnight with his suggestions about pathways forward on Ukraine and Taiwan.\u00a0He would do well to stay out of peace negotiations on Twitter and stick to his brilliance at engineering and entrepreneurialism.<\/p>\n

Musk has, however,\u00a0secured a\u00a0hardcore fan base among Ukrainian\u00a0and American\u00a0military planners who are relying heavily on his\u00a0Starlink\u00a0satellite network. (Over the past weekend, however, he caused both confusion and consternation by initially suggesting that Starlink couldn\u2019t continue to fund satellite technology for Ukraine, only then to issue an apparent backflip\u2014albeit in sarcastic tones. Recent reports indicate that Starlink is talking to the Pentagon about funding.)<\/p>\n

Starlink\u00a0satellites are providing\u00a0reliable, high-speed internet to Ukraine,\u00a0helped by\u00a0the US Agency for International Development. The\u00a0technology is enabling Ukraine\u2019s leaders to win the information war and its troops to communicate and target Russian enemy forces.<\/p>\n

One Ukrainian commander\u00a0told\u00a0The Economist<\/em>\u00a0last week: \u2018Starlink\u00a0is our oxygen.\u00a0You can\u2019t just turn it off. If we tell Musk [to] piss off and take his\u00a0Starlinks\u00a0with him, our army\u00a0would\u00a0collapse into chaos.\u2019\u00a0And\u00a0Dave Tremper,\u00a0a\u00a0top\u00a0Pentagon electronic warfare\u00a0official,\u00a0has said\u00a0the way Starlink\u00a0fended off\u00a0Russian cyberattacks\u00a0was\u00a0\u2018eye-watering to me\u2019.<\/p>\n

There\u00a0are\u00a0plenty of\u00a0ongoing\u00a0lessons\u00a0from\u00a0the Ukraine war.\u00a0But\u00a0one\u00a0issue\u00a0not receiving\u00a0anywhere near\u00a0enough focus\u00a0is\u00a0the\u00a0role of\u00a0the private sector.\u00a0Ukraine should be prompting a deep look at how\u00a0governments and the private sector\u00a0work together to enhance Western countries\u2019\u00a0operational capability\u2014not just after\u00a0a\u00a0conflict begins, but importantly over the long term to\u00a0underpin the credibility and effectiveness of deterrence.<\/p>\n

Our strategic rivals and potential adversaries should know that any aggressive actions will be met not just with the might of our militaries\u2014or materiel support provided by them\u2014but\u00a0also\u00a0by our technological and industry power, with all their\u00a0commercial clout and entrepreneurship.<\/p>\n

If there\u2019s any doubt about the importance and urgency of\u00a0this conversation, consider\u00a0the fact that technological competition is\u00a0at the\u00a0centre\u00a0of\u00a0the strategic\u00a0rivalry\u00a0between the United States and China.\u00a0Beijing is putting enormous effort into\u00a0technological predominance\u2014including through its\u00a0military\u2013civil\u00a0fusion\u00a0strategy\u00a0that aligns government, defence,\u00a0industry\u00a0and civil society\u2014while\u00a0the clock ticks\u00a0on its ambition\u00a0to\u00a0integrate\u00a0Taiwan\u00a0into the mainland (forcibly if needed),\u00a0which would\u00a0likely spark\u00a0direct\u00a0military confrontation with the US.<\/p>\n

The West will need to compete with a Chinese state that is considerably stronger than Vladimir Putin\u2019s Russia and which has securitised its entire industry sector. An effective and responsible combination of private sector and government capabilities must be brought to bear to deter conflict and, if required, win in modern war.<\/p>\n

There has been an understandable\u00a0tendency in the past\u00a0to\u00a0question\u00a0the private\u00a0sector\u2019s involvement in conflict\u2014not\u00a0helped by the conduct of some private contractors in the Middle East since 2003\u00a0and the\u00a0exorbitant\u00a0costs of major\u00a0weapons\u00a0programs led by prime defence firms.\u00a0There is a natural\u00a0hesitance about\u00a0the very idea of commercial profit from conflict\u00a0and mercenary\u00a0behaviour.<\/p>\n

But\u00a0there are good answers these days to this objection, not least that\u00a0in an age in\u00a0which connectivity\u00a0and communication\u00a0are\u00a0everything,\u00a0no country can afford to ignore the decisive role of\u00a0commercial\u00a0cyber, space and\u00a0other\u00a0technology providers.<\/p>\n

Musk\u2019s capricious messaging in recent days only reinforces the benefits of deliberate planning with commercial actors. And it\u2019s not just\u00a0Starlink.\u00a0Palantir is providing a unique and secure software backbone to the Ukrainian government. Maxar and Planet\u00a0Labs\u00a0are supporting Ukraine with commercial satellite imagery.\u00a0Google\u00a0has used its platform to enable alerts to UN resources for humanitarian purposes. Meta has blocked\u00a0Russian state media in Europe and fact-checks content on the conflict on its platform,\u00a0and\u00a0Microsoft has blocked Russian propaganda is helping detect\u00a0and advise on\u00a0cyberattacks.<\/p>\n

Preserving the benefits of free-market enterprise and useful separation of the state and\u00a0private sectors should be central in our\u00a0strategy. We\u00a0do not want to integrate our private sector into the state\u00a0in a way\u00a0that\u00a0replicates\u00a0Beijing\u2019s and Moscow\u2019s models, suffocates\u00a0innovation and entrepreneurship,\u00a0and\u00a0stifles\u00a0leadership and creativity.<\/p>\n

But we do need a whole-of-society enterprise.\u00a0Governments need to\u00a0encourage\u00a0the private sector\u00a0to work in closer alignment with\u00a0state\u00a0policies that aim to protect individual, social, economic and national security, as patriotic firms did in previous eras to great benefit.<\/p>\n

Business decisions should be made with geopolitics, international\u00a0security\u00a0and human rights firmly in mind, even if this comes at a short-term cost to firms\u2019 bottom lines.\u00a0The long-term benefit of companies making strategic choices about where and how they do business should be clear.\u00a0In\u00a0fact,\u00a0companies\u00a0such as\u00a0Palantir have demonstrated that taking a principled approach to their business model\u00a0can be a great driver of success and profit, and a useful market differentiator.<\/p>\n

To deter most effectively, it must be clear that\u00a0open, democratic nations are pursuing\u00a0responsible and accountable use of technology,\u00a0that major corporations and technology leaders are aligned with that approach,\u00a0and that our adversaries would\u00a0therefore\u00a0be pitting themselves not just against the technologies themselves, but against\u00a0institutionalised\u00a0values that are anathema to the malign intents they might pursue.<\/p>\n

Those\u00a0who remain\u00a0worried about the idea of increasing private-sector\u00a0partnerships in national security\u00a0should\u00a0understand that a key part of this approach\u00a0would be to instil\u00a0principles\u00a0into agreed rules on technology\u2014values such as transparency, human\u00a0rights\u00a0and privacy protections. Consider the retention and use of genetic data by governments.\u00a0Open societies transparently regulate how it is stored,\u00a0protected\u00a0and used. In authoritarian societies, this data feeds\u00a0artificial\u00a0intelligence and\u00a0machine-learning algorithms\u00a0to provide population-control mechanisms.<\/p>\n

For these partnerships to be most effective, they will need to operate across coalitions of likeminded countries. Many of the key private-sector players are\u00a0already global, or\u00a0would benefit from global connectivity if they are not. It\u00a0makes sense for them to work closely not just with the\u00a0government of the\u00a0nation in which they are headquartered, but with that nation\u2019s allies and partners as well.\u00a0As\u00a0far as incentives go, opening markets across borders must be a key part of the approach. It works for business, it works for deterrence, and it helps shore up consensus on underlying principles,\u00a0rules and norms.<\/p>\n

Space and cyber are two immediate areas in which liberal governments can leverage existing technical superiority. Space launch and AI-enabled software development platforms both have histories of highly secretive, government-led development. Yet in both cases, the commercial sector has flipped the old paradigm and is now delivering continuously innovating capabilities faster, more cheaply and at a greater scale than almost any government.<\/p>\n

The United States\u2019 convening power, innovation and ability to set standards make it indispensable\u00a0in progressing these conversations.\u00a0Its partners\u2014government and commercial\u2014will need to consider their roles and potential\u00a0investments\u00a0under a common\u00a0framework driven both by interests and values.<\/p>\n

They should all be thinking now about what they can contribute,\u00a0and\u00a0how they benefit,\u00a0from\u00a0a\u00a0strengthened consensus on the use of technology for collective good.\u00a0The deterrence benefits\u00a0and the\u00a0options for crisis response\u00a0will follow.<\/p>\n

Russia\u2019s invasion\u00a0of Ukraine\u00a0has been a brutal reminder that\u00a0major\u00a0war\u00a0is not a thing of the past.\u00a0And if\u00a0we have a challenge in Russia, the problems\u00a0presented by China\u00a0are\u00a0far more complex, more advanced and less\u00a0well-understood.\u00a0The commercial sector has proven it is a player that must be brought into governments\u2019 strategy and planning\u00a0as we face the difficult period ahead.<\/p>\n","protected":false},"excerpt":{"rendered":"
