Climate change <\/span>requires comprehensive <\/span>global <\/span>strategies for mitigation and adaptation. <\/span>Armed forces must contribute.<\/span>\u00a0<\/span><\/p>\n

By necessity, <\/span>efforts to <\/span>fight <\/span>climate change <\/span>focus on reducing emissions. <\/span>But<\/span> militaries across the globe, with their significant emissions and broader environmental impacts, are exempted from these efforts and <\/span>even<\/span> from<\/span> emission<\/span>s<\/span> calculations.<\/span>\u00a0<\/span><\/p>\n

Yet, countries\u2019 need for security <\/span>should not exempt <\/span>the <\/span>environmental impacts <\/span>of their <\/span>armed forces <\/span>from examination.<\/span>\u00a0<\/span><\/p>\n

This <\/span>substantial source of greenhouse gas emissions <\/span>is unmeasured because the <\/span>1997 Kyoto Protocol<\/span> and the <\/span>2015 Paris Ac<\/span>cords excluded <\/span>it<\/span> from <\/span>calculations<\/span>,<\/span> due to national security concerns.<\/span>\u00a0<\/span><\/p>\n

Achieving climate-related global accords is <\/span>challenging<\/span>. However, international understanding of climate change and its existential chall<\/span>e<\/span>nge is increasing. More frequent and intense weather events are creating the impetus for faster and more comprehensive action.<\/span>\u00a0<\/span><\/p>\n

M<\/span>ilitaries <\/span>account<\/span> for <\/span>5.5 percent of global emissions<\/span><\/a>, according <\/span>to <\/span>Common Wealth in Britain and <\/span>the <\/span>Climate and Community Project<\/span> in the US<\/span>, both think tanks.<\/span>\u00a0<\/span><\/p>\n

Continuing and new conflicts in the Ukraine and the Middle East <\/span>must have <\/span>substantially increase<\/span>d<\/span> global military<\/span> emissions<\/span>, and <\/span>the global military footprints of <\/span>such <\/span>countries <\/span>as <\/span>China and Russia <\/span>is <\/span>expand<\/span>ing amid heightened strategic competition<\/span>. For example,<\/span> C<\/span>hina\u00a0<\/span>opened its <\/span>first overseas military base<\/span>,<\/span> in <\/span>Djibouti, in 2017.<\/span>\u00a0<\/span><\/p>\n

E<\/span>xclusion of military environmental reporting also means that <\/span>other <\/span>climate-change effects o<\/span>f <\/span>conflicts<\/span> are not considered<\/span>, though<\/span>, admittedly,<\/span> they would be hard to measure<\/span>. <\/span>E<\/span>ven items <\/span>such <\/span>as concrete blast walls have significant carbon footprints.<\/span>\u00a0<\/span><\/p>\n

In many cases, like Russia’s, <\/span>military <\/span>emission<\/span>s<\/span> data is <\/span>probably not <\/span>collected. In other<\/span>s<\/span>, <\/span>it <\/span>may be collected but not disclosed.<\/span>\u00a0<\/span><\/p>\n

China takes measures to prevent strategic adversaries accessing sensitive information about its military emissions, a 2023 <\/span>report<\/span><\/a> by<\/span> the N<\/span>etherlands Institute of International Relations<\/span> suggests<\/span>.<\/span>\u00a0<\/span>The US military <\/span>emitted <\/span>the equivalent of <\/span>1267 million <\/span>tonnes<\/span> of <\/span>carbon<\/span> dioxide from 2001 to 201<\/span>8<\/span>, according to a <\/span>report<\/span><\/a> by the Watson Institute for International and Public Affairs<\/span>.<\/span> T<\/span>he US Department of <\/span>Defence<\/span> may be collecting <\/span>data on <\/span>emission<\/span>s<\/span> and mi<\/span>tigation<\/span>, but it <\/span>publishes little <\/span>on the subject<\/span>. <\/span>\u00a0<\/span><\/p>\n

Some nations, like <\/span>Britain, <\/span>are <\/span>more forward-leaning. <\/span>A <\/span>House of Commons <\/span>c<\/span>ommittee published <\/span>a report on <\/span>defence<\/span> and climate change in 2023, highlighting the <\/span>commitment and actions of the M<\/span>inistry of Defence<\/span> to tackle climate change and contribute to <\/span>achieving <\/span>net zero<\/span>. The report argued that the <\/span>ministry <\/span>could do much more to measure and reduce its carbon emissions without eroding military capability.<\/span>\u00a0<\/span><\/p>\n

Protecting national <\/span>security <\/span>inhibits the sharing of data, even where nations are committed to reducing military emissions. <\/span>A<\/span>ggregating and collating apparently <\/span>inn<\/span>ocuous <\/span>data sets can result in an intelligence advantage.<\/span> But there <\/span>is <\/span>room <\/span>to consider a nuanced and staged approach that increases emission<\/span>s<\/span> transparency. Perhaps the simple provision of high-level military emission and carbon footprint data could be a starting point that does not <\/span>present <\/span>a security risk.<\/span>\u00a0<\/span><\/p>\n

When negotiating military emission<\/span>s<\/span> disclosures, stakeholders must give greater consideration to <\/span>ef<\/span>fects <\/span>of climate insecurity. <\/span>N<\/span>ational security is <\/span>holistic<\/span>. Economic and geopolitical security is pointless if a nation is climate insecure.<\/span>\u00a0<\/span><\/p>\n

If <\/span>climate change <\/span>is <\/span>to be mitigated, <\/span>countries <\/span>must now include <\/span>military emissions in global <\/span>calculations. <\/span>They must also <\/span>implement<\/span> clean technologies that maintain mission readiness.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
