A global race is underway to unlock the transformative potential of quantum technology, the next major leap in human innovation. Governments around the world are strategically investing in research and development, while <\/span>b<\/span>ig <\/span>t<\/span>ech firms<\/span> are <\/span>pouring resources and talent into making the<\/span> second quantum revolution<\/span><\/a>\u00a0<\/span>a reality. The technology <\/span>will <\/span>offer<\/span> a range of new computing, communications and sensing <\/span>capabilities<\/span><\/a>, which have implications for civilian and military sectors. <\/span>\u00a0<\/span><\/p>\n

Though <\/span>quantum technology is <\/span>still in its nascent stages,<\/span> its<\/span> possibilities are vast,<\/span> and synergy through international collaboration is critical to unlocking them. <\/span>T<\/span>he <\/span>bilateral cooperation<\/span> between India and Australia <\/span>has great potential\u00a0<\/span>in this domain. Both countries have become major players in the quantum tech race, making significant strides in<\/span>\u00a0<\/span>research, development<\/span> and application<\/span>,<\/span> and the collaborative <\/span>projects<\/span> established<\/span> between them <\/span>so far <\/span>are<\/span> promising<\/span>.<\/span>\u00a0<\/span><\/p>\n

Domestic <\/span><\/b>i<\/span><\/b>nitiatives by India and Australia\u00a0<\/span><\/b>\u00a0<\/span><\/p>\n

India <\/span>launched the <\/span>Quantum-enabled Science and Technologies initiative<\/span><\/a> in 2019, which was followed by <\/span>the US$<\/span>1.2 billion <\/span>National Mission on Quantum Technologies and Applications<\/span><\/a>, focusing on aerospace engineering, weather prediction<\/span>, secure communications and cybersecurity. Although this mission is just getting off the ground, it has <\/span>spurred<\/span><\/a> interest in India\u2019s tech ecosystem, driving it to build locally developed applications to solve real-world problems.\u00a0<\/span>\u00a0<\/span><\/p>\n

Several scientific and <\/span>academic establishments<\/span><\/a> across India have<\/span> t<\/span>aken the initiative to establish dedicated in-house facilities and labs. These include the <\/span>I-HUB Quantum Technology Foundation<\/span><\/a> at the Indian Institute of Science Education and Research, Pune, and a <\/span>quantum technology lab<\/span><\/a> at the Indian Institute of Science (IISc), Bengaluru. Major corporations like Samsung, <\/span>IBM<\/span><\/a>, and <\/span>Tech Mahindra<\/span><\/a> are collaborating with <\/span>them<\/span>. The Indian military, with an eye on future defence and security needs, has also <\/span>established<\/span><\/a> a quantum computing lab to realise the potential of quantum key distribution, communication<\/span> and computing.<\/span>\u00a0<\/span><\/p>\n

Australia has <\/span>unveil<\/span>led<\/span> several new initiatives<\/span>, too<\/span>. <\/span>While its<\/span> official National Quantum Strategy <\/span>was <\/span>launched<\/span><\/a> in 2023,<\/span> its pioneering research efforts <\/span>stretch back much further. Australia<\/span>\u00a0<\/span>has<\/span><\/a> already produced <\/span>more than <\/span>2,500 <\/span>PhDs <\/span>in the<\/span> field<\/span>, solidifying the country\u2019s position as <\/span>a <\/span>front-runner<\/span> in quantum technology research and application. Last year, scientists at Sydney-based Silicon Quantum Computing <\/span>built<\/span><\/a> the first integrated silicon quantum computer chip, <\/span>the <\/span>result of<\/span> two decades of<\/span> research<\/span>.<\/span>\u00a0<\/span><\/p>\n

The 2023 strategy focuses on building infrastructure<\/span>, raising<\/span> a <\/span>skilled workforce and developing quantum standards that align with Australian national interests. It seeks to do this <\/span>t<\/span>hrough <\/span>collaboration with the quantum industry<\/span><\/a>, <\/span>driving commercialisation <\/span>to incentivise the growth of<\/span> quantum use cases<\/span>,<\/span>\u00a0<\/span>creating pipelines for investment in industry-ready quantum technologies and fostering innovation.\u00a0<\/span>\u00a0<\/span><\/p>\n

\u00a0<\/span>India-Australia collaboration<\/span><\/b>\u00a0<\/span><\/p>\n

The India-Australia collaboration on quantum<\/span> technology<\/span> draws on the synergy of these<\/span> national initiatives<\/span>. <\/span>At present, it is <\/span>happening within the larger framework of cyber and cyber-enabled critical technologies, which <\/span>also <\/span>encompasses <\/span>artificial intelligence and robotics.<\/span>\u00a0<\/span><\/p>\n

T<\/span>he <\/span>Australia-India Strategic Research Fund<\/span><\/a> is<\/span> one<\/span> example<\/span>.<\/span> It o<\/span>pen<\/span>s<\/span> doors for <\/span>institutions in both countries to collaborate on <\/span>research projects<\/span>,<\/span> such as<\/span> the Centre for Quantum Computing at the University of New South Wales<\/span> and IISc Bengaluru<\/span>,<\/span> which <\/span>are<\/span> tack<\/span>ling<\/span><\/a> the problem of noise in quantum electronic devices. This has led to the discovery of a new state of matter, the development of new techniques for producing atomic-scale germanium and silicon transistors<\/span>,<\/span> and the repeated production of quantum electronic devices with the lowest levels of electrical noise to date.<\/span>\u00a0<\/span><\/p>\n

Collaboration across the private sector has been on the rise as well. Infosys has <\/span>partnered<\/span><\/a> with Australian quantum cybersecurity firm QuintessenceLabs to create a quantum random number generator which can work with classical encryption systems, <\/span>thereby <\/span>significantly amplifying their cybersecurity capabilities. It is also working with Amazon Web Services, QuintessenceLabs and QCWare to set up <\/span>Quantum Living Labs<\/span><\/a>,<\/span> which offers innovative solutions <\/span>t<\/span>o clients <\/span>by leveraging quantum computing technology. <\/span>Another example is <\/span>HCL Technologies<\/span>, <\/span>which <\/span>has <\/span>collaborated<\/span><\/a> with Sydney Quantum Academy to provide students with quantum technology education and R&D opportunities.<\/span>\u00a0<\/span><\/p>\n

Th<\/span>e research <\/span>communit<\/span>ies<\/span> in both countries <\/span>are<\/span> also <\/span>working together<\/span>. Through the Australia-India Cyber and Critical Technology Partnership, the Observer Research Foundation<\/span> in New Delhi<\/span> has <\/span>partnered<\/span><\/a> with the Centre for International Security Studies of the University of Sydney to frame accords and guidelines for the ethical use of quantum technologies<\/span>.<\/span> This<\/span> requires a<\/span> multi-stakeholder, multi-disciplinary approach<\/span><\/a> t<\/span>hat combines<\/span> social sciences, philosophy<\/span> and pure sciences. Indeed, for the <\/span>past <\/span>two years, the two partners have mobilised experts from universities, businesses, government<\/span>s<\/span> and think tanks through virtual workshops and symposia to <\/span>explor<\/span>e<\/span> the societal, ethical<\/span> and geopolitical ramifications of quantum innovations. <\/span>They are now <\/span>working to <\/span>finalise and distribute<\/span><\/a> a <\/span>digital book and a documentary film<\/span> about these topics.<\/span>\u00a0<\/span><\/p>\n

Australia\u2019s pioneering work in quantum technology <\/span>and its <\/span>growing <\/span>partnership with India <\/span>present<\/span> a golden opportunity for<\/span> the two<\/span> nations to leapfrog ahead in this critical field. By pooling resources, expertise<\/span> and ambitions, <\/span>they <\/span>can unlock the extraordinary potential of quantum technology, <\/span>benefiting not only themselves but<\/span> the <\/span>entire <\/span>Indo-Pacific<\/span> region<\/span>.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
