The Manhattan Project<\/span>,<\/span> a <\/span>response to <\/span>Germany<\/span>\u2019s <\/span>combination of innovation and military power<\/span>,<\/span> unleashed nuclear physics on the world<\/span>. Its success<\/span> positioned the <\/span>United States<\/span> at the forefront of <\/span>progress in <\/span>critical technologies and demonstrated <\/span>that<\/span> innovation <\/span>was central both to<\/span> economic prosperity <\/span>and<\/span> national security.<\/span><\/p>\n

Today, in a <\/span>new<\/span> era of strategic competition<\/span> with<\/span> authoritarian China, liberal democracies, including those in <\/span>minilateral<\/span> groupings such as the Quad, AUKUS and NATO, are identifying their own <\/span>modern day<\/span> Manhattan Projects.<\/span><\/p>\n

The Australian Government\u2019s announcement earlier this year of an almost<\/a> $1 billion investment in <\/span>PsiQuantum<\/span> confirmed <\/span>that <\/span>Australia had set its sights on breakthroughs in quantum computing to usher in a<\/span> comparable<\/span> technological revolution<\/span>. <\/span>\u00a0<\/span><\/p>\n

The US <\/span>has <\/span>quickly followed suit, announcing its own <\/span>PsiQuantum<\/span> partnership today<\/span>. As one of only six advanced capabilities in AUKUS <\/span>p<\/span>illar <\/span>t<\/span>w<\/span>o, it <\/span>is<\/span> not<\/span>eworthy<\/span> that two of the AUKUS partners ha<\/span>ve<\/span> invested close to <\/span>$2<\/span> billion <\/span>to build the world\u2019s first and second<\/span>\u2014respectively\u2014<\/span>\u201c<\/span>fault tolerant quantum computers<\/span>\u201d<\/span> (FTQC<\/span>s<\/span>). <\/span>\u00a0<\/span><\/p>\n

Indeed, the only better strategic move for Australia than being the first mover in this area <\/span>wa<\/span>s to be joined by its all<\/span>y, and <\/span>AUKUS <\/span>and Quad partner, the US. While these specific projects are both with <\/span>PsiQuantum<\/span>, the ambition and drive for breakthroughs in all areas of q<\/span>uantum computing is to Australia\u2019s advantage<\/span>,<\/span> and the involvement of the <\/span>Defense<\/span> Advanced Research Projects Agency (DARPA)<\/span>\u2014the <\/span>organisation<\/span> responsible for the first breakthroughs in the internet<\/span>\u2014<\/span>should give governments, industry and other stakeholders confidence in investing further in the name of economic security. <\/span>\u00a0<\/span><\/p>\n

We know through <\/span>Beijing\u2019s<\/span> ‘Made in China 2025’ plan that<\/span> quantum computing is one of the industries it has <\/span>prioritised<\/span>.<\/span> S<\/span>uccess in <\/span>such<\/span> areas of innovation will <\/span>take<\/span> investment at <\/span>the national level and <\/span>leveraging <\/span>international structures<\/span>\u2014including AUKUS pillar two\u2014<\/span>to ensure the ambitious endeavours of industry and current finite talent pools are incentivised.<\/span><\/p>\n

Make n<\/span>o<\/span> mistake, <\/span>t<\/span>he <\/span>quantum<\/span>\u00a0<\/span>approach <\/span>in which <\/span>both governments have invested<\/span> will be <\/span>difficult to achieve. They <\/span>require<\/span> high-volume semiconductor manufacturing and <\/span>cryogenic infrastructure\u2014<\/span>essentially <\/span>very big fridges\u2014to<\/span> be<\/span> built<\/span> rapidly<\/span>. The skills shortage in the semiconductor industry is a well-<\/span>known problem<\/span>, and the <\/span>FTQC industry <\/span>needs<\/span> these same <\/span>workers<\/span> to build its components. <\/span>Also<\/span>, <\/span>programmers<\/span> capable of developing algorithms to run on a full-scale FTQC that can lead to <\/span>breakthroughs<\/span> in emission reductions and drug discovery <\/span>are in<\/span> limited<\/span> supply<\/span>. <\/span>\u00a0<\/span><\/p>\n

While <\/span>both nations have started with <\/span>PsiQuantum<\/span>, success, like the original Manhattan Project, will take a collective<\/span> effort<\/span>. <\/span>As Australia and the U<\/span>S<\/span> commit to bringing FTQC online within the next decade, co<\/span>–<\/span>ordinating under <\/span>AUKUS and the <\/span>alliance to drive rapid upskilling across the industry will be critical. <\/span>This <\/span>major investment <\/span>will <\/span>need<\/span> more than <\/span>just money<\/span> to support the quantum industry and academic partners. <\/span>It<\/span> could <\/span>also <\/span>involve reviewing immigration constraints that <\/span>affect<\/span> workforce mobility and training across Australia and the US<\/span>,<\/span> and facilitating pathways for greater industry engagement with FTQC<\/span>s<\/span> to prepare them to<\/span> seize the benefits of <\/span>the first machines<\/span> when they arrive<\/span>. <\/span>\u00a0<\/span><\/p>\n

It will also be vital to c<\/span>apitalis<\/span>e <\/span>on progress under AUKU<\/span>S<\/span>, including to <\/span>m<\/span>ak<\/span>e<\/span> sure<\/span> the US International Traffic in Arms Regulations<\/span> (<\/span>ITAR<\/span>)<\/span> and export controls don\u2019t hinder progress across the two <\/span>FTQC<\/span> sites <\/span>in <\/span>Brisbane and Chicago<\/span>.<\/span> This preparedness and education of industry and government <\/span>users<\/span> of the computers<\/span> are<\/span> what will ensure <\/span>there is <\/span>quick progress in areas such as climate sustainability and pharmaceuticals <\/span>when the first machines come online, delivering quickly on the promise of economic, social and national security benefits.\u202f \u202f\u202f<\/span>\u00a0<\/span><\/p>\n

Australia’s investment in building the world’s first FTQC in Queensland and growing the broader industry and academic activity in Brisbane is a significant step in harnessing its decade’s worth of public investments in basic research in quantum technologies, giving the nation a globally recogni<\/span>s<\/span>ed competitive edge. Taking global leadership in <\/span>q<\/span>uantum investment ahead of<\/span>\u2014<\/span>albeit closely followed<\/span> by\u2014the US<\/span> shows<\/span> that Australia ha<\/span>s<\/span> learnt its lesson <\/span>from <\/span>three decades ago when the government missed the boat on investing in the photovoltaics research team at the University of New South Wales (UNSW), which moved to China where it received <\/span>support to become a solar power giant.<\/span>\u00a0<\/span><\/p>\n

DARPA\u2019s announcement to concentrate its quant<\/span>um computing efforts around the newly established Illinois Quantum and Microelectronic Park is validation that Australia is leading the world in FTQC technology and<\/span> is<\/span> serious about having the upper hand as strategic competition with China intensifies. The Biden administration\u2019s 2022 export controls on advanced semiconductors aimed at preventing China from bolstering its military capabilities are likely to have only <\/span>slowed down<\/span><\/a> China\u2019s military progress. Unable to access advanced semiconductors, <\/span>Beijing<\/span> has accelerated domestic semiconductor investments<\/span>.<\/span> W<\/span>ithout our own innovation<\/span>\u2014 <\/span>i<\/span>ncluding through AUKUS<\/span>\u2014<\/span>China<\/span> will catch up and<\/span>,<\/span> given its capacity to hyperscale its industries, <\/span>potentially <\/span>surpass US technological dominance in AI and specific military capabilities such as <\/span>hypersonics<\/span>. <\/span>I<\/span>ndeed <\/span>i<\/span>t <\/span>told <\/span>the world that was its aim <\/span>in its Made in China 2025 plan<\/span>. <\/span>\u00a0<\/span><\/p>\n

The controls denying China access to advanced semiconductors have opened a brief window for Australia, <\/span>our <\/span>national security partners in private industry<\/span>,<\/span> and researchers to <\/span>establish<\/span> a decisive lead in quantum computing. This opportunity is likely to bolster <\/span>the <\/span>alignment between Australia and its allies, given the limitless applications of quantum computing. For example, quantum communications have the potential to make it all but impossible to decipher secure communications<\/span>,<\/span> protect<\/span>ing<\/span> systems against malign attacks from both quantum and classical computers.<\/span>\u00a0<\/span><\/p>\n

Australia\u2019s <\/span>National Quantum Strategy<\/span><\/a> showcases the government\u2019s<\/span> risk appetite for pursuing strategic investments that will spawn sovereign critical capabilities<\/span> support<\/span>ing<\/span> our <\/span>national security and <\/span>way of life. <\/span>Some argue that, if <\/span>the world\u2019s first quantum computer <\/span>can be built <\/span>in Brisbane, <\/span>then it is possible to <\/span>build<\/span> nuclear-powered submarines<\/span>,<\/span> given the trilateral collaborative nature of AUKUS and the reality of working with allies that have<\/span> been building them for many decades.<\/span>\u202f \u202f\u202f<\/span>\u00a0<\/span><\/p>\n

The consortium investment model favoured by both Australia and the US in their commitment to quantum <\/span>serves as<\/span> an example of <\/span>public-private<\/span> research collaborat<\/span>ion<\/span> models for other technology areas. Notably, the strong <\/span>co-operation<\/span> between industry and academia<\/span>\u2014<\/span>with <\/span>PsiQuantum recently announcing a partnership with <\/span>five universities<\/span><\/a> in Queensland and a similar scale of academic engagement in Illinois<\/a><\/span>\u2014<\/span>demonstrates how AUKUS pillar two technologies require engagement across industry, academia and government<\/span>. <\/span>\u00a0<\/span><\/p>\n

This is difficult at a large scale, but it is<\/span> achievable. <\/span>Ideally, the new UK <\/span>government<\/span> will head down a similar path<\/span>,<\/span> though <\/span>one advantage of AUKUS is to leverage both collective and respective expertise<\/span>.<\/span>\u00a0<\/span><\/p>\n
